Important changes to the Federal Motor Carrier Safety Administration (FMCSA) regulations

In 2024, there are several important changes to the Federal Motor Carrier Safety Administration (FMCSA) regulations. Here are some of the key updates:

Medical Examiner’s Handbook:
The 2024 edition of the Medical Examiner’s Handbook has been released, providing updated guidance for medical examiners conducting physical qualification examinations for commercial drivers. This edition includes new recommendations and replaces all previous versions.

New Medical Certification Forms:
Updated versions of the Medical Examination Report (MER) Form, MCSA-5875, and the Medical Examiner’s Certificate, MCSA-5876, are now in use. These forms have a new expiration date of March 31, 2025, and require more detailed information to support medical qualification decisions.

Drug and Alcohol Clearinghouse:
Starting November 18, 2024, drivers with a “prohibited” status in the FMCSA’s Drug and Alcohol Clearinghouse will lose or be denied their state-issued commercial driving privileges.

Speed Limiters:
The FMCSA is considering a rule that would require speed-limiting devices on certain commercial vehicles to enhance road safety.

Automatic Emergency Braking (AEB):
Discussions are ongoing about mandating AEB systems in commercial vehicles to reduce collision risks. This technology automatically applies the brakes if a potential collision is detected.

Crash Preventability Determination Program:
The FMCSA is expanding this program to allow more types of crashes to be reviewed for preventability.
